The Spaniard has been a long term transfer target for Rodgers, who failed to bring him to Anfield last summer despite his best attempts.
The Liverpool boss is now set to reignite his interest, but knows he must trim his squad before adding further names.
Sporting Lisbon are thought to be willing to accept an offer of £6million for the winger, who is understood to be keen to test himself in the Premier League.
That means the Reds will now listen to any offers for Stewart Downing, thought to be a £5million target for Newcastle United.
Downing had been attracting interest from West Ham earlier in the transfer window, which prompted the former Aston Villa man to come out and say he was hoping to stay and fight for his place at Anfield.
It now appears Rodgers will not allow that to happen, with Capel seen as an upgrade for the wide positions at Anfield.
Downing has sat out the last two Liverpool friendlies, including Steven Gerrard’s testimonial on Saturday where he remained an unused substitute.
The 28-year-old now looks set to depart after joining the club for £20million just two years ago
